It’s a real mess (remember that we’re deep-blue here). It came about in the wake of the massive vote fraud in the 2004 gubernatorial race.
The state legislature took advantage of an overwhelming dhimmicrat majority to expand our absentee balloting system (I actually availed myself of the service once when temporarily working out of state).
38 of 39 counties have adopted vote by mail and, unless we kill a lot of leftists, there ain’t no going back.
I believe that we have surpassed Illinois as the vote-fraud capitol of the US.

We got you beat with just two districts in Cook County alone. I was a poll watcher in 2008 and they made me VERY uncomfortable (read: felt like raising an issue would get me attacked).
