actually Joe was a good “candidate” he campaigned tirelessly up and down the state, had a fabulous memory of names and faces (voters love it when the candidate remembers them from a previos encounter) and he was one of the Dems best speakers (story tellers) he could (and did) go on for hours and be entertaining doing it.
He is a halfwit and was a lousey senator... but he was good on the campaign trail and had an effective constituant services team in his offices here in DE.
