No one in government ever thinks the right thing to do is to shrink the government. It is always, to them, about how to increase revenues. And when they speak of budget cuts they always haul out the Police, the Firefighters, and (that most sacred of beasts) Educators. Yet, companies across the land find other ways to limit spending. It is time for the great sow to clip some few of her thousands of nipples. Yes, there will be squealing - from both the sow and the piglets, but it is time for the government to squeal. The citizens have been robbed long enough.
