I imagine there must be some sort of a line. Maybe they ignore misdemeanors? How about felonies? Capital crimes? Would they stand by and just watch? Somehow, I doubt it. I think their philosophy is that their mission is to protect the President and his family. If they came down on little stuff like the Bush girls drinking, it would create a motivation for the protectees to ditch their Secret Service detail. Similarly, they would not stick their noses into executive-branch discussions that the Congress might like to declare criminal (Iran-Contra, for example).
I would hope to think that they would not permit a protectee to commit murder in front of them.
