Call up and send cars all over the city. Just keep calling. Make them send cars to places where there are no people.

Could you explain how encouraging people to vote is cheating? Do you not encourage your conservative friends to vote? Would that not be cheating as well?

I don't like the politics of this example and I hope they fail miserably, but to encourage people to vote is a bedrock principle.
