Not telling them to vote, making sure that they have every opportunity to vote. The Army does this too. It is a right that servicemembers cannot be denied because they are stationed away from their home states. It is like the mail in one sense, the military is required to make this available to the servicemembers. If I remember correctly, this is one of the reasons the military has Chaplains. A servicemember cannot be denied the opportunity to practice their religion, if you are stationed BFE and there are no Pastors, Priests or Rabbis there, the military makes sure you can get access to one. To do otherwise would deny the servicemembers a basic right.
