I took the id “neighbor of the beast” because I used to live next to an islamist compound. They really liked to make people nervous (when they weren’t actually committing crimes). I asked the brainiac in my life to tell me what they were saying, now and then. One time it was a discussion of the possibility of getting accused of something and whining that their civil rights were violated because they were suspected as muslims.
So, your situation could be some guys trying to cash in like the flying imams or many another schemer.
Or it could be much worse. Not trying to “unalarm” you at all. But the obviousness of the behavior you describe, does seem peculiar.

Interestingly enough I happened to catch part of a show about Alexander the Great on the history channel this after noon. Seems that one of his tactics was to "unalarm" his enemies. He did obvious things in full view of his enemies only to pull up short of an actual attack. Basically the enemy became so familiar with his behavior that he was able to launch a sudden attack on the enemy without them being alarmed by it till it was too late.
