Blanco responds to Bush's criticisms in memoir (and lies about Hurricane Katrina)

The Katrina chapter expresses Bush's clear frustration with then-Governor Kathleen Blanco, who refused to federalize the National Guard for the incident.

“I did not need the federalization of the Guard because that would've taken police powers away from the National Guard. And goodness knows, we needed that,” she said.

Bush said on Oprah, “I said to the governor, give me the authority to send in federal troops. By law, the president cannot send federal troops to conduct law enforcement without a declaration of insurrection."

An insurrection declaration would've given the military police powers.

“He didn't discuss that with me. He didn't discuss it in that frame ever. It was a one-way conversation with the president and his advisers, not including anyone from Louisiana,” Blanco said.

Those of us who followed the horrendous happenings via live coverage and reports on the ground for Katrina, before and after, already know what a partisan, bumbling fool and liar you are, Ms. Blank-O!

This is how a competent Governor Jindal handled the situation for Gustav.

Well apparently then GW made the mistake of expecting a GOVERNOR to know the BASICS of the relevant Constitutional issues involved. So yes, that “dunce” GW screwed up by expecting you not to be a complete incompetent moron, Blanco. OK, criticism of GW on that score might be warranted...

One of the stark differences I got out of the "popular history" about Katrina was the sight of the Governor on TV crying when she found out the hurricane was raised to Cat 5 and was headed for La. I was watching Beaumont Texas channels and they said Bush had called on her to evacuate and she was frozen and didn't know what to do. It was ridiculous to see that she couldn't make a decision.

I guess it wouldn't have been so hard had it been someone besides Bush,....(the Devil). It was pretty much the same with the chocolate Mayor, only without tears. They had no plan,... no clue. If it hadn't turned more towards Miss. and was about a Cat 3 when it made landfall, It would have been much worse.

The good thing about today is we have video tape on just about everything. I wish people had better memory to pull it out and show it to prove what liars these creeps are. A crying governor in crisis mode is something you remember.

He laid it the truth out again on Oprah today.

“In the days that followed Katrina’s landfall, President Bush was criticized for slow relief response. But what many people don’t know, he says, is that a state’s governor—not the president—is in charge of emergency response. “The federal government’s role is to help the governor,” he says.

Five days after strong winds and floodwaters turned lives upside down, President Bush met with then Louisiana Gov. Kathleen Blanco and New Orleans Mayor Ray Nagin. He says tension was high.

“Everybody’s blaming everybody else so I said to the governor, ‘Governor, give me the authority to send in federal troops,’” President Bush says. “By law, the president cannot send federal troops to conduct law enforcement without a declaration of insurrection and/or a request from the governor.”

In his memoir, President Bush writes that Gov. Blanco requested 24 more hours to make her decision. “I’m not attempting to blame only the governor,” he says. “We all could have done a better job.”

Although he was unable to send in troops without the governor’s permission, he says he could have sent in unarmed military personnel. “The problem was, I was listening to all the reports, many of which turned out not to be true—interestingly enough—that there was rape, murder and gunfire,” he says.

“I wasn’t going to put a troop in harm’s way without the capacity to defend him or herself. If I had to do it over again, knowing what I know today, I’d have sent them in with no weapons.”

I was in Katrina, but thank goodness we have a real governor over here in Mississippi. President Bush and all the charities, military and feds did everything they could. It was the biggest natural disaster in US history and no one could’ve done more.

He explained it all again .. today on Oprah.

I’m actually surprised at how warmly she treated him.

Sumbody not gonna like that!

But then, Pres. Bush is so real and sincere that
it can’t be hidden, and he’s truly likable. Lord,
how the stress has aged him, though ... huh? I’m glad
her audience gave him several enthusiastic rounds of
applause. God bless him.

Yeah and no one says a word about Obama’s cold attitude towards the Gulf oil spill disaster. The arrogant donkey played golf through the whole disaster. Not a peep out of the media.

I lost it all in Andrew - Cat 5, but the
levees/flooding in NO made it way beyond
our living hell.

By law, the president cannot send federal troops to conduct law enforcement without a declaration of insurrection.

I think it was a bad idea to recommend that a governor claim insurrection when there is none. That would set a bad precedent for the future. I can see where this could be abused.

It’s been a long time but I think a big issue was that the bulk of Louisiana’s NG was deployed in Iraq at the time. But then Blanco sat on her ass about allowing other troops in. Just like Nagin sat on his ass with the buses.

Wow. The excerpt you posted shows that the lies the MSM wrote about murders, rapes occurring meant that Bush didn’t feel he could safely send in unarmed troops to help NO and Blanco would not authorize armed troops. SO the MSM played a key, tragic role in deepening the losses of Katrina and then the MSM blames Bush for it.

That was a bit fuzzy. He said that, as a sovereign
state, the governor has to request Federal help ..
the President can’t just go in UNLESS there is
insurrection. And, as you know, the reports at
the time were full of stories of looting, shooting,
guns everywhere, etc.

She made the situation 1000 times worse ..with pure
incompetence and despicable politics in a catastrophe.
