I find it unreal they are letting the traffic flow on the lower level even though they expect explosives are in the vehicle on the upper level.

Most likely, but it sure seems the Police in this case are not erring on the side of caution. Seems like I read a story recently of several bricks of C-4 being “found” just lying around somewhere.

I hope you are right and these are just amateur pipe bombs.
