“to make it a misdemeanor to circumcise, excise, cut or mutilate the foreskin, testicle or penis of another person who has not attained the age of 18.” Like the "pierce and initiate" crowd in SF is going to stop at the recognized age of 18 as adulthood.

This would appear to make male-to-female transgender correction surgery illegal for those under 18 in San Francisco. I wonder if they have considered that?
