U.S. officials are wrapping up a visit to Africa to investigate what security upgrades at facilities holding pathogens are needed to help prevent biological terror attacks.
U.S. Sen. Dick Lugar is leading the three-country visit.

Andy Weber, a top Pentagon official on the trip who oversees nuclear, chemical and biological defense programs, said the Nunn-Lugar program is likely to contribute several million dollars to Africa and later tens of millions of dollars to upgrade facilities.
As a former Hoosier, I want to know what Lugar is thinking.
This is a man who once garnered federal monies to study cow farts and their collective effects on the environment. WTF does he know about biological terrorism?
