Ortega got elected back into power because the two leading conservative parties couldn't work together and so their vote was split.
Ortega also made an alliance with the corrupt former President Aleman, a rancher who looted the Treasury worse than the old Somoza dictators.
Since gaining power again, the Sandinistas have rigged the votes of the municipal elections, everybody in Nicaragua believes this is what happened.
The local people there who lived through the '80s generally no longer want anything to do with political radicalism. Ortega generally leaves people alone, that's why there's been no mass movement to remove him.

People dumb enough to go commie twice in a row are our enemies. List ‘em and deal with them.
One of the things Bush did correctly do was make clear that those who support our enemies are also our enemies.
