Well if it was done, or demanded, by a stranger under ANY OTHER CONDITIONS, it WOULD be a sex crime.
So let’s all put our thinking caps on and try really hard to determine the nuanced answer to this complex legal question.
If the government or the TSA pats you down in this new way, it’s because they concluded you needed to be patted down. Because you needed it, they are not liable for the crime of sexual molestation.
What if they concluded you needed killing? What is the limit of the crimes for which they have immunity?

It is a sex crime, just not officially perceived as such though the perpetrators, TSA agents and the government, certainly understand it as sex crime and deliberately perpetrate it to intimidate and cow the subjects and establish that the government can do anything at all to the subject population for any reason at all. It is in the same vein as government financed abortion and foetal stem cell experimentation. It informs the effective "death panels" of the Health Care law.
