A House panel on Tuesday found Representative Charles B. Rangel guilty of 11 counts of ethical violations, ruling that his failure to pay taxes, improper solicitation of fund-raising donations and failure to accurately report his personal income had brought dishonor on the House.
After a public hearing Monday that was truncated by Mr. Rangel walking out in protest, an adjudicatory subcommittee of the House ethics committee deliberated for four hours before finding him guilty of all but one of the 13 counts against him.
(Two other counts, involving Mr. Rangel’s misuse of House franking privileges, were merged into one.)

Why isn’t this guy;
1. being audited by the IRS

2. charged with evading taxes.

Actually, yes it is. Its in Article 1, section 5, as follows:
1 Each House may determine the Rules of its Proceedings,
2 punish its Members for disorderly Behaviour,
3 and, with the Concurrence of two thirds,

5 expel a Member.
Note: If you are having trouble reading line 4, then you are one of those
constitutionalists. For those in the audience that are of that bent, line 4 states "excepting democrats,"
This is a set up....they’ll do little to him...had to get this out of the way before the Republicans take charge...Republicans would have expelled him out of the house...no such luck now...same will happen to Maxine Waters....a little slap on the hand...
