I’m not familiar with the in-motion equipment you reference, but their existence wouldn’t surprise me. I find your paradym of quality control interesting, definitely worthy of more thought.

I've spent many years working with some of the largest and most expensive statistical measurement systems ever devised ~ and I've also worked with Sigma 3 approaches.

The problem with these government appointees is they are coming from backgrounds where you have stratified samples, well understood sampling universes, and a belief that you can actually have random sampling. It's an age group thing.

They need to get some folks in there with a tad more gray at the top ~ just before the bald spots.

I'm thinking a minimum age for folks with an understanding of how to do this might be 65, maybe 68?
