Sounds like a stupid idea. It violates equal protection by giving criminals of a specified race a pass on responsibility for their criminal acts. You do the crime, you do the time. The legal system is stuck on stupid of late.

Sounds like a stupid idea. It violates equal protection by giving criminals of a specified race a pass on responsibility for their criminal acts. You do the crime, you do the time. The legal system is stuck on stupid of late. So to get around that, they just give a committee the power to approve expunging records, and it just so happens that the committee practices affirmative action. You think any administration will give them a hard time about it?
OTOH, I would not mind sealing records for minor felonies if the guy goes five years being employed at something and has no further trouble with the law.
