The 1986 bombing of Libya was in response to saber rattling. We sent a carrier off their coast, shot down two of their fighters, they bombed a German disco that U.S. servicemen frequented, so we bombed Libya. They retaliated in several ways, most notably the Lockerbie bombing.
In the case of the retreat from Lebanon, we bombarded some goat covered hills with an Iowa class battleship and called it a day.
