Assuming Sr. was his biological father, Yes (assuming HI birth as well).
Barry was born a subject to the crown of her majesty the Queen of England...by birthright. A dual citizen from birth, owing alligience to two different countries from birth. He isn't now, nor ever was a "Natural Born Citizen" as known and intented by the framers for the Commander in Chief of the armed forces.

wasn't he also a citizen of Indonesia in that he was adopted by an Indonesian. Makes him a tri-citizen.
