Or they could just modernize their plants. A lot of their power plants are older, low efficiency types. Cheap to build, but expensive to operate. In prior years their major concern was just getting plants on line as quickly as possible. Start replacing older plants with more efficient plants and they could stretch their vast coal reserves a lot farther.

Also their mining technology is abysmal. Very labor intensive and as a result it wastes a lot of resources just getting the coal out of the ground.
