I’ve long wondered why the world’s tinpot dictators and petty megalomaniacs and would-be revolutionaries don’t all coordinate their goals. They can’t pull off their shenanigans on their own because world powers would intervene fast ...but if they all did their stuff on the same day, there would be no coherent opposition.

They don't play well with others. That's why they are dicators/megalomaniacs/and would-be revolutionaries in the first place. They aren't the least bit interested in COORDINATION. Coordination implies subjection, in their view. COOPERATION implies weakness.
