They may have undergone extensive background checks, but that wouldn't prevent a terrorist from forcing them to carry bomb-making materials secreted on their persons.
Yeah, I have FBI background checks done on me every once in a while, that should not make me ‘special’ but it does: I have the privilege of getting grabbed at will!
