Once again this is a stuip idea that I dont think I could support: The tenth amendment already covers this, what we really need is an amendment limiting the courts to rule in an originalist way, and making it easier to impeach them.
The Tenth Amendment does, indeed, cover the power to do this, but there is no overt mechanism for the states to exert that power. In other words, when the federal government overreaches, there is no formal nullification process for the states other than the governor to say "Screw you". This amendment could be that nullification, although I think it should be simple majority.

You seem to know your constitution. Would you happen to know if/how such an ammendment would limit the powers of government agencies who are operating outside the constitution (by mandate) such as the FCC and EPA? I’m just curious.

yeah there is: Just elect a Governor and Leg. with the ‘balls’ enough to take on the Feds (including a stand-off) if necessary!
