So, basically, your government-issued ID card will give you the ability to electronically pick the pocket of every taxpayer in your city, and city government gets a nice percentage on top for "managing" the program! What's not to like.
Can you get ID cards for your family members back in Mexico or Somalia?

It says people can load their own money into the card. Sheesh — pikers! If the city gave me one of those cards, I’d damn well expect it to come with $10,000 pre-loaded on it to welcome me to the city. What sort of welcome is it to newcomers if there’s no money on the card? What a cold, heartless city.

BFD you can get the same type of card at WalMart. Great money laundering device though! Put $20,000 dirty money on the card (no S/S number required) then take the card out of the country.
