There's nothing wrong with Title IX, which simply guarantees equal opportunity. The problem is with how it is enforced through quotas, which I believe were implemented by the Clinton administration.

The quotas happened long before the Clinton administration. Palin certainly benefited from the quota stuff. Yes, it goes back that far.
