I guess the article should have told the readers, "There was no video tape of this incident"...
Your intentional obtuseness aside, the article made no mention of video-tape at all. I knew this because I read the article. However, in your first post to me you said that if I had READ the article I, would have known the incident was not video-taped. I, therefore, deciding to be as intentionally obtuse as you, asked you to tell me how, based on the content of the article, you KNEW the incident had not been video-taped. You still have not done this, so I can only conclude that you must have made an assumption about it.
bystander - (n) - one present but not taking part in a situation or event.

presence - (n) - the state or fact of being present, as with others or in a place.
This fits your like a glove.
