Rep. Fred Upton, R-Mich., won a vote of the GOP Steering Committee, a panel composed of party leaders. The appointment must be ratified by the full Republican conference on Wednesday. Is that the steering committee than has us in a ditch? Might as well be. Time for a vote of NO confidence.
