The woman should counter-sue the city for not placing their own paper, public recycling bins on her block.

She was not ticketed for not putting recycleables in the correct bin.

Yes, you are correct. Mea culpa.

The dispute is over whether or not the “household” trash actually came from her household, or consisted of a few items she had acquired, and used while she was out that morning.

Citizens are not required to take home “trash” acquired while out of the home. In fact, the public trash cans exist so that they can properly dispose of exactly that kind of trash.

I don’t think it will take a high priced lawyer to win her case.
