These kids come from “families” that have n fathers, are third or fourth generation welfare, major parent neglect if not abuse, have substance abuse and gang/crime issues.
Many of the children have fetal alcohol and/or fetal drug syndrome which leads to lack of cognitive ability, attention deficit, innate hyperactivity and self control/violence that are amplified by exposure to gangs and violent crime.
The small select few number children who can function at a normal level and try to buck the system get dragged down by the ghetto mentality for being an oreo.

That’s why I’m skeptical of the IQ=genetics claim of the Bell Curve. They can’t point to a single IQ gene or group of genes but the environment is clearly stacked up against anyone who wants to learn and excel.
Excellent reminder that there is way more to this than just greedy youngsters being lazy and goofing off. That is a big part of it, but the environment that inner city students face today is brutal.
I see no way to combat it without being very forceful with a tough-love sort of approach. Just end all handouts straight up, expel any students that are unruly, and enforce military-strict discipline on the rest. The entire inner-city population is on the verge of being hopelessly lost and a light touch is not going to get it done.
They are probably doomed but only a massive and dramatic shift in attitude toward inner-city schools will do anything.
