to relocate from neighborhoods that they want to tear down and turn back into “greenspace” to neighborhoods that are going to be part of the new Approved Socialist Collective.
You don’t really need incentives to get people to move OUT of Detroit.
To “cluster” the remaining half of the population into a handful of desireable neighborhoods. In other words, shove the feral pop into the holdhout healthy areas.
