From what I can see, the age of consent in Kansas is 16, so he did nothing illegal. No statutory rape.
What about kidnapping?
If a parent is still the legal guardian of a dependent person under 18.....
.....Then couldn't this be kidnapping when the guardian did not want the child to leave in the "perps" custody?
