Always watch the OTHER hand. While Pickens is touting green energy with one hand......and he may well get the gubmint to pony up the money to actually make his CNG plan a reality and make him even richer than he is; he has bought up large acreage in several southwest states which are sitting over humongous underground aquifers. His “other” plan is to get even richer selling water when the time is right..........at a much higher price per unit of measure than CNG costs.
By the way, GHW Bush and GW Bush have bought a large acreage in Paraguay, which ALSO sits over a gi-normous aquifer. They have the same plan as Pickens. Actually I think the Bushes and Pickenses are old oilfield buds, but they apparently feel there is more money to be made in water. I know ONE THING for sure; if you spill some water while in the process of pumping or transporting it, there is not a lot of clean-up required!

Not knowing what Paraguay’s Water Rights law is, would be real surprised if it was same as Texas’ “Right of Capture”.
Lot of These South American countries will “let” you own the surface and reserve the minerals and water for the government.
