Depends on the mosque. This isn't the Roman Catholic Church we're talking about here .... the mosques are independent, which is what the Salafists have been beavering away at bringing to an end.

They're still at it. Ergo, their project is incomplete, and they do not enjoy preclusive control of either doctrine or funds.
