Yes, I believe at anytime any member can raise a point of order. The presiding chairman will then rule on the point of order. I used to watch CSPAN years ago and (not filibuster) during debate, often a point of order was raised as to a quorum being present and the debate would halt to take quorum count by voice.
People need to rise up with ALL senators, especially Dems from red states, because Reid means business and a few of the departing GOP senators (Voinovich, Bond, and Bennett) are defecting to the RATS on this.

Demand a clean continuing resolution into 2011. Target Webb, Tester, both Nelsons, McCaskill, Kohl, Manchin, Casey, Carper, Conrad and others.

But why stop there? What about all the Afghani and Somalian and Pakistani and Indonesian and Bosnian and Haitian immigrants who are glued to C-span night and day?
And since the bill grants native Hawians their own country within their state, it should certainly be read in that country’s native language.
This is the reason that I opposed bilingual education in the US. If you're going to use multiple languages, where do you draw the line. The bible has been translated into 2197 languages, so why not have the bill read in all of them? We want to be truly diverse, don't we?
With all the National Endowment of the Arts money out there, we should be able to get the text of the bill presented in a dramatic presentation.
The other thing DeMint can do is force a snap vote on the provisions. So the Dems will have to sit in the legislature while the bill is read to prevent the bill from being killed.
He can do that? Kewl.
