No, not exactly. The entire lake is under the control of the International Water and Boundary Commission (IWBC), which is made up of representatives of both the U.S. and Mexican governments. Both sides have veto power over plans by the other to increase security on the lake or anywhere along the Rio Grande in IWBC property. Half of the lake is, technically, in Mexico, but there is no reason why we could not be policing the entire body of water except that the Mexicans object.
