Redistricting battle heats up before session begins

RALEIGH -- The process of drawing political district lines throughout North Carolina is already causing friction well over a month before lawmakers convene for their legislative session. For years, questions have been raised if the current process is fair, but now there is about to be a new majority.

Every 10 years, states across the country redraw their maps to outline where political districts will lie. North Carolina is preparing for redistricting during next year's legislative session.

In a rare appearance before state lawmakers this week, Gov. Bev Perdue said she wants this redistricting process to be taken out of the legislators' hands and given to an independent redistricting commission.

Republican leaders immediately fired back.

“You compare what we inherited with what we intend to put into place,” said Speaker of the House Nominee Thom Tillis. “I think we will be proud of it, and unapologetic that it is both fair and legal.”

Tillis said this idea is something Republicans have pushed for years. As the minority party, they have argued maps like the current congressional district map are full of irregular lines meant to keep current political parties in power.

Democratic Governor Purdue has no say in redistricting. And the new GOP legislature is unlikely to do what she wants. They’ll pass their own plans and they don’t need her signature to do it.

Here in Colorado shortly after the 2000 census, we had a GOP governor, and a solid GOP majority in the statehouse. But the Dems had just taken control of the state Senate by a bare one-vote majority. Most people expected some sort of a compromise to be worked out, given this division.

But the Loveland trial lawyer who headed the Senate Dems refused to give an inch. He kept pretending to negotiate, but then kept going back on his word, causing the GOP negotiators to tear their hair out. In actuality, he was only stalling for time and never had the slightest intention of reaching any sort of compromise.

With the mandated deadline approaching, the governor called for a special session to try to get the redistricting finished. He was wasting everyone's time; his mistake was assuming the Senate leader was truthful about being committed to reaching a compromise.

By law, if the legislature + Governor could not reach agreement by a certain date, the redistricting power passed to a judge, and it turned out the Dems knew exactly which judge that would be, and knew exactly what he would do. When the time came, that leftie judge implemented without change the redistricting plan the Dem Party leadership desired.

Starting in Nov 2002, Colorado's new 7th CD has only gone GOP once, and that was only by a few hundred votes.

Grrrr!

How about playing hardball, redistrict to maximize GOP performance in state and federal elections? They need to look south to Georgia and South Carolina for some good examples. As an aside, I wonder what has happened to the NC GOP; you really have some panty wastes (Burr, Tillis) running things. I take a look at the two sad excuses for sons I see every year on Burr’s Christmas cards and shake my head. Perhaps there is too much estrogen getting into the water in the Tarheel state.
