The bill does not require repealing of the ban on sodomy in the UCMJ. The bill says:

That means what happens next is important. If the sodomy ban stays, then homosexuality activity among service members is still forbidden. That might be a bit of good news. The UCMJ is not a matter of policy nor a mere military regulation. It is federal law and can only be changed by Congress. See 10 U.S.C. Chapter 47
If Congress does not act to amend the statute before recessing, maybe the incoming Congress can block any attempt to change Article 125.
