Based on his wording, it sounds like there is some wiggle-room.
BTW, I heard this guy Adm. Roughead interviewed last week and he said the same thing when pressed, that he would be happy when the law is repealed and that they would need some time to implement changes in procedure, etc.
The JCS is not going to fight this or try to mitigate it. They are all about politics and looking out for their careers, not the servicemen.
Don't get your hopes up. Except for a small handful of "dissenters" the top brass all supported this. The 60 day review period will be nothing more than introducing the new policies via official messages throughout each command, having everyone sign service record entries stating that these new policies have been fully explained to them, that they understand the new policies and understand the consequences of not abiding by them.
