No, that's your assumption. He said he ordered the dog to stop and when it didn't... he shot it to death. A dog coming toward you and barking is different than an attacking dog, and as a cop you should know the difference.
My word... I bet you would have defended the North Carolina trooper who shot the 4 month old kitten because he was terrified for his life.
