Russia Warns Senate Not to Amend Arms Control Treaty

WASHINGTON — Russia warned the United States Senate on Monday not to rewrite the new arms control treaty being debated on Capitol Hill as American lawmakers clashed about the politics of ratification in the waning days of the Congressional session.

Republican critics of the treaty, known as New Start, offered more amendments to the treaty’s language on verification and launcher limits. But any change to the treaty text would require both countries to return to the negotiating table, and Moscow made it clear that senators had to accept the treaty or reject it as it is, without amendments.

“I can only underscore that the strategic nuclear arms treaty, worked out on the strict basis of parity, in our view fully answers to the national interests of Russia and the United States,” Sergei Lavrov, the Russian foreign minister, told the Interfax news agency on Monday. “It cannot be opened up and become the subject of new negotiations.”

The Russian statement provoked a sharp response from the leading Republican treaty opponent, Senator Jon Kyl of Arizona. “What’s wrong with that?” he asked of returning to the negotiating table to improve the treaty. “Unless you think the U.S. Constitution was really stupid to give the Senate a role in this, it doesn’t seem there’s anything wrong with the Senate saying, ‘You got about nine-tenths of it right.’ ”

Seems simple enough on the surface. Re-write the treaty, send it back to the negotiating table.

The Russians withdrew their previous signature? Then it's up for re-negotiation from their side regardless.

When our Executive branch leaders or representatives "sign", it doesn't have the force of law until our Senate ratifies. So don't ratify, just send it back with amendments.

Meanwhile, we keep what we have, re-invigorate it, and double or triple-down on what we supply to nations on their borders, in comparison to whatever Putin sells to Hugo, the tyrant.

Not tit-for-tat, but 2X or 3X.

And don't blink.

Here’s the answer to your about “Would you rather follow Putin or Obama into battle?” Putin, hands down!!! Why? Obama cannot even control his elitist,American hating wife who regularly disses him and rapes American taxpayers with her outrageous cost expenditures like flying to Hawaii at additional taxpayer expense rather then wait for her useless incompetent husband to take care of the people’s business which he was elected to do!!! Obama dies not the capability to lead a kindergarden class to the boys & girls bathrooms!!!

Mr. McConnell accused President Obama and the Democrats of politicizing the treaty by pressing to ratify it before a new Senate takes office in January, with five more Republicans than the current Senate.

National Security should be a nonpartisan. A treaty shouldn’t be rushed without long debate.

There are many reasons why this treaty falls short of those negotiated by President Reagan. For one thing, its verification regime is inadequate. For another, it gives the Kremlin an unwarranted influence over the structure of our nuclear deterrent. Most important, it will almost certainly reduce our freedom to deploy vital defenses against ballistic missiles.

The Treaty is on the Home Page of the State Dept. I downloaded it yesterday.

The Treaty itself is only 17 pages but the total 'thing' is in 5 parts and 356 pages long. The 2nd part, the Protocols, is 165 pages long and its referenced throughout 'The Treaty'.

Bottom line is that there's no way in hades that something like this should be rammed through in a Lame Duck session and at the last minute. The NEW Senate needs to go through it word by word.

And then, Vote it DOWN.

Putin is a traitor to his own people. He served the Soviet Communism that enslaved his own Russian people unswervingly. He was not happy about the collapse of the Soviet tyranny and now he has stolen the Russian people’s freedom and ensured that Russia will follow the Soviet Union into the ashheap of history.

Read the treaty? Why, our “betters” don’t read 2,000+ page bills, how do you expect them to read a document that will govern strategic defense policy?

He should apologize for Russia. They have much to apologize for.

I have heard Putin say worse things about the USA than Obama has. Putin said that what the USA did in Vietnam was worse than Stalin's purges.
