Probably refers to Time's new cover with Palin on it, half colored in, the rest empty, like a paint-by-number pic, suggesting she's a 2 quarts short of a gallon.

The “fill-in Pres” would have been Roberto Michiletti, the Head of the Congress,who acceded to the Presidency (temporarily) when Zelaya was law fully removed.

The Constitution is utterly clear, the Supreme Court voted 15-0 that he had usurped powers that were not his, the Congress agreed, 123-5, Zelaya was ordered to step down,he refused, the Supreme Court requested the military remove him, THEN they acted.

Only an idiot would call this a “military coup d’etat.”
