If evidence indicates that shooting victim attempted to kidnap Mr. Jones, then no charges will be filed against Mr. Jones

The evidence was back across the border within minutes of the shooting. Unless there's blood on the pavement or one of his neighbors admits to seeing something then the LE has nothing to support or disprove his story. Either way, why would he be charged with anything?
