Krugman must live in a fantasy world of some kind. Where does he get the idea that Texas has low taxes and no regulation?

Texas and every other state can't escape the federal mandates, nor its ' citizens and businesses escape the vast federal regulations, laws, and taxes.
I'd guess that any state can do little to ease the federal burden on people, although a state may choose to make it worse,or MUCH worse.

Where does he get the idea that Texas has low taxes and no regulation? Bureaucracies and government inefficiencies infect each state, especially around larger cities.
