I thought I heard that the shooter bought the gun in November. By then he had already racked up a couple drug convictions and a number of run ins with local law enforcement and the community college police over his strange behavior.

I think what we are seeing out of the local sheriff is an attempt to deflect blame before people figure out that local authorities had ample warning that this guy was dangerous, but didn't do anything.
