As a drafter, I use those symbols to indicate locations on Civil drawings, Also to indicate elevations on Plans or Cross sections on Architectural or Structural Drawings. I suppose it could be loosely interpreted as a scope because of the crosshairs, but check this out, Here is a link

to a commercial Harry Mitchell ran when he was running against JD Hayworth in 2006... It shows JD Hayworth in the crosshairs of a snipers scope... No mistaking it at all!
