Two issues come to my mind:

Is this what congress had in mind with the money laundering statutes?

Isn’t this an end run around the constitution which left the discipline of congress members for acts related to their office up to the respective congressional body?

Delay was accused of violating a Texas state law, not a federal law. One good thing is because of the length of the sentence, Delay is eligible for an appeal bond, so he won't go to prison immediately and the Texas Court of Criminal Appeals will have an opportunity to rule on his conviction before he will have to report to prison. All 9 members of the Texas CCA are Republicans.
