Perhaps if the parents of Loughner had been required to communicate directly with the schools, something could have been done before it was too late. Something was wrong in that family for a long time. See link:

I’m sure you’re not suggesting that school officials should have to power to take action against people who are standoffish in their neighborhood.
The schools had Jared for years, and law enforcement had contact with him, too. It’s not as if he emerged from his parents’ house after 22 years and started shooting. Even Rep. Giffords already knew he was after her.
