Center mass shots to a large dog laying on the ground would be gut shots in my book. Not very merciful. The first shot, if it was really, really necessary should have been a head shot.
No, he was not! The stupid SOB was using an M-4 and firing into the dog's center of mass. The heart is lower and to the front of the chest.
Even then the most humane thing at that point would be a shot to the brain. The cop was either a total cretin or was deliberately making it suffer. At that close range he should have used his side arm and placed a round in the brain.
