Better yet, cancel the SOTU. Obama can add nothing to what he has already tele prompted.

Constitutionally, he has to report on the state of the union to Congress "from time to time."

He doesn't have to give a presentation. He can just send them a report.

Yep. As I understand for generations the President would only send a statement. I don’t remember when, but I believe that the public SOTU speech is a “modern” concept.
