I agree that this is a problem, but I think it is less equal protection that interstate transfer as the issue. This came up in Arizona before, that even though AZ requires nothing, it still has to issue a license to those states with a reciprocal agreement with AZ, so people have something in hand to show both in transit and on arrival.
There is no ill will, here, I think. Just technical stuff.
The next thing I think States should do is provide free “gun culture” DVDs with the sale of guns in the State. No mandatory anything, just offer gun dealers a stack of DVDs they can hand out to their customers if they want them for free.
This would be both educational and good PR. Information about any gun laws in the State, where guns cannot be taken, like federal buildings; how to interact with police in a safe way; even how to clean and store weapons and ammunition properly; a listing of public shooting ranges; information about hunting, and other state agencies, etc.
