I truly don’t think this is an issue this time, because Rep. Carl Wimmer, is perhaps Utah’s biggest 10th Amendment advocate and about as pro gun rights as they’ve got.
“More than 250,000 people have sought a Utah permit since it began issuing them in 1995, though, especially in recent years, most have been issued to people living outside Utah because its permit is honored in 32 states.”
That is, Utah has essentially been “exporting” permits, with citizens of other States traveling to Utah to get gun permits that would be recognized in their home State.

I’m fine if they offer permits, but if they have Vermont carry only for residents, they’ll have a problem.
